The Campaign for Labor Party Democracy’s (CLPD) strongly opposes the 2021 proposed changes to our party’s Internal Appeals Tribunal (IAT). The CLPD is gravely concerned that these changes will significantly weaken the 2013 Rudd Reforms and rank-and-file efforts to clean up head office. 

The changes will end the tribunal’s independence, permit head office to interfere in preselections and branch elections, and eliminate the only mechanism members have to enforce the party’s rules. Members will face the threat of expulsion for criticising or discussing internal rules disputes in public.

Defend the Rudd Reforms - Save IAT

The Campaign for Labor Party Democracy (CLPD) strongly opposes the 2021 proposed changes to our party’s Internal Appeals Tribunal (IAT) and its appeal body, the Review Tribunal. The CLPD is gravely concerned that these changes will significantly weaken the 2013 Rudd Reforms and rank-and-file efforts to clean up Head Office. 

The changes will end both tribunals' independence, permit Head Office to interfere in preselections and branch elections, and eliminate the only mechanism members have to enforce the party’s rules. Members will face the threat of expulsion for criticising or discussing internal rules disputes in public. This statement relates to the recommendations of an Administrative Committee IAT working group circulated in an April 2021 report.

Dear NSW Labor Administrative Committee & Party Officers,

We the undersigned affirm the following principles for any independent judiciary system in the party:

  1. That the independent tribunal is to have oversight over all preselection and party unit election disputes.

  2. That permission to appeal a decision of the independent tribunal is to be decided by the review tribunal, not by a Head Office official.

  3. That party members must maintain unabridged freedom to criticise tribunal decisions.

  4. That independent tribunals must decide their own agendas. Head office officials must have no role in blocking or deferring consideration by the independent tribunal of any matter.

  5. That NSW Labor should expand and appropriately resource the party's independent tribunal system so that any backlog in the hearing of cases is minimised.
